Morocco Created $1 Billion Fund to Counter Coronavirus Outbreak

The King of Morocco ordered the creation of a $1 billion fund to upgrade health infrastructure and help vulnerable economic sectors to counter coronavirus spread.

Berlin Germany, March 24th 2020 - In the wake of the coronavirus outbreak in Morocco, King Mohammed VI ordered the creation of a $1 billion fund to upgrade health infrastructure and help vulnerable economic sectors. The fund will also help acquire the necessary health equipment and assist sectors such as tourism as well as help maintain jobs and mitigate the pandemic’s social repercussions. The pandemic is expected to hit the Moroccan economy hard, with the pivotal tourism sector, which last year attracted 13 million visitors. In addition to the fund, the King also ordered that field hospitals be set up across the country to assist health
services.

As soon as the first coronavirus cases were confirmed, Morocco suspended all international passenger flights, closed schools and canceled all events. As of March 23rd, Morocco reported new confirmed cases of coronavirus bringing the total number to 134 cases, the recovery of three patients and the death of four. Most initial cases were found in Moroccans resident in Spain, Italy and France who had returned home for visits. Moroccan authorities have been urging citizens to observe rules of hygiene, implement the precautionary measures issued by the Moroccan health authorities, act with responsibility and show patriotism. Authorities have also been disinfecting public transportation and deployed loudspeakers on cars, asking people to stay home, especially those with pre-existing health problems and the elderly. Morocco has been hailed for ensuring the necessary consumer
products for citizens on a daily basis.

The House of Representatives unanimously voted for draft decree Law 2.20.292 on Monday, March 23, to penalize anyone who violates the state of emergency protocol. Morocco’s strategy to enhance the Kingdom’s ancient medinas (older parts) of various cities, the King of Morocco is launching a new program in Fez that aims at rehabilitating ancient cities, preserving traditional trades and improving the living conditions of citizens.

Berlin, Germany., March 12, 2020 -- In the Framework of Morocco’s strategy to enhance the Kingdom’s ancient medinas (older parts) of various cities, the King of Morocco is launching a new mega program that aims at rehabilitating cities, preserving traditional trades and improving the living conditions of citizens. Last week, The King launched a program to preserve the architectural and historical character of the Medina of Fez and to promote the influence of this millennial city. This new program concerns the restoration and rehabilitation of the historical assets of the medina of Fez (4 sites), the redevelopment and upgrading of urban areas (9 sites), the strengthening of the tourist and economic attractiveness of this Museum City (33 sites), the development of local social facilities (171 sites) and the treatment of buildings at risk of ruin (980 sites).

While in Fez, the King visited the restoration site of Khrachfiyine Foundouq (an inn situated in the heart of the old city), a project that is part of the development program of the Medina of Fez (2018-2023). This restoration project should, at the end of the work, participate in the preservation and development of the historical heritage and the promotion of crafts in the foundouqs as well as improving the working conditions for artisans. In addition to the restoration of the Foundouq, 11 other historic monuments and emblematic sites, 10 places of worship (mosques and Koranic schools), 40 places of well-being (hammams, fountains and health centers), 39 traditional crafts and commercial sites will be restored. Dar Al Makina which receives each year thousands of guests from around the world attending festivals in Fes will also get restored. The aim is to improve the urban landscape and the architectural environment of the Fez Medina.

Always in the context of strengthening the tourist attractiveness of the medina of Fez, a program has been implemented to develop car parks, rehabilitate public spaces and install an information system (2017-2022). This program aims at improving accessibility to the old medina through the development of eight car parks. In addition, the program also consists of the paving the streets and alleys, squares of the Medina as well as the installation of information kiosks for the service of locals and tourists. The rate of progress of the projects for paving streets, alleys, squares is at 44%, squares of the Medina at 74%, and installation of information terminals at 75%.

The City of Fez is 1,200-year-old. It was founded in 789 and is a UNESCO World Heritage site since 1981. Once in Fez, visitors’ senses are stimulated with aromas through its 9,500 alleyways. At the heart of the old city is the Kairaouine university which may be the world’s oldest university—it was established in 859. Given the fact that the medina of Fez has no structure for cars or cranes to access buildings at risk of collapsing, Morocco has been working tirelessly to rehabilitate this architectural jewel. In fact, more than 2,200 buildings at risk have already rehabilitated already. Fez has over 60 seqqâya (public fountains), which testify to the Almoravid dynasty’s clever civil engineers. They diverted rivers, made dams and built an intricate canal network to distribute the water throughout Morocco. The fountains in the medina feature brilliant zellij (tilework).

To Conclude, the Fez medina development program will cost approximately $9.2 million to enhance the touristic appeal of 33 museums and heritage sites in the city.

Sensabues and RCU Labs Partner to Launch the First Accurate Test for Recent-Use of Cannabis

(“RCU Labs”), a leader in the development of a dual-matrix test for recent cannabis use.

The partnership will see Sensabues and RCU Labs combine their respective technologies to launch the first accurate Recent Cannabis Use Test (“RCU Test”) using breath collection. The new test solves one of the most scientifically elusive issues of the cannabis industry: how to determine whether an impaired driver or employee is under the influence of cannabis.

The RCU Test is the first reliable test method to accurately determine recent cannabis use within the impairment window. The RCU Test is a practical alternative to zero-tolerance and arbitrary tetrahydrocannabinol (THC) drug level policies.

Method

RCU Labs has developed a new pharmacological testing approach based on multiple parameters involving key cannabinoids and Delta9-THC metabolites in blood. The results of the blood test are able to determine recent cannabis use within six hours. To enhance the confidence levels of the RCU Test, RCU Labs has incorporated a second test matrix, exhaled breath, utilizing the patented, low-cost breath collection device from Sensabues. The breath sample can be collected roadside or at an incident site, while the blood sample can be collected at the same time or, if required, up to several hours later. Overall, this dual-matrix approach yielded 100% accuracy within the impairment window following smoking in the first 44 consecutive subjects that have been studied in a clinical trial to date.

Applications

This collaboration seeks to advance the application breakthrough achieved by the RCU Test (patents pending) for law enforcement, workplace drug testing and anti-doping in sport with regard to ease of use and deployment in the field, as well as analytical accuracy in the lab. The RCU Test has obvious applications for law enforcement (roadside DUI collection), for employers investigating workplace incidents (with cause and post-accident situations) and for anti-doping in sport (in-competition testing of athletes and players).

Under this agreement, both parties will work to offer a full suite of approved RCU all-in-one and one-time-use test kits together with the validated RCU analytical lab services. Further joint development of RCU Labs’ method is planned to extend the offering to include a definitive recent-use test for other drug groups such as stimulants and performance enhancing drugs.

Tindouf Camps: One Person Killed in Protests against Polisario Leadership

Berlin, Germany., March 5, 2020 -- At least one person was killed and several others injured when clashes erupted between protesters from the tribe of Oulad Tidrarine and the armed militia of the Algerian backed separatist group, the polisario.

The protesters were joined by foreigners participating at the “Sahara marathon” in the Tindouf camps. The protest was against the polisario leaders’ connivance and involvement in the escape of the assassins of a member of the Oulad Tidrarine tribe, Oulda Ould Boukhari Bamba. The family of the victim accuses the Polisario leaders of having organized and facilitated the escape of the killers.

Some 200 protesters, mostly from Oulad Tidrarine tribe, have been demanding, since last week, the opening of an independent investigation into certain senior executives of the Polisario leadership. According to the family of the victim, Iddih Ould Mohamed Lagdhaf and Didi Ould Othman Bamba responsible for the murder were allowed to escape by the authorities. The angry stone-throwing demonstrators violently clashed with the militia which led to the death of at least one person, according to reports coming out of the refugee camps.

The polisario routinely violates the human rights of tens of thousands of Sahrawi refugees who have remained trapped in desperate conditions in the camps near Tindouf, Algeria for over four decades. In the camps, there is no freedom of speech or movement or basic rights, the right to education or health or right of movement.
