EY India reports that a Conscious and focused efforts have been made to create awareness among the citizens regarding the urgency and importance of preserving the environment.

Under the leadership of Shri Vipul Goel, Hon’ble Environment and Climate Change Minister, the state of Haryana has taken bold and fruitful steps towards enforcement of Environment Laws and Rules. With the government of Haryana, committed to ensure all around development of the State, the department of Environment is taking necessary steps for protecting and preserving the environment. Conscious and focused efforts have been made to create awareness among the citizens regarding the urgency and importance of preserving the environment.
The Department of Environment and Climate Change is implementing various enactments and acts to curb, environmental pollution problems like the Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981. Besides, enforcement and implementation of these Acts, various laws regulating pollution caused by Bio-medical waste, hazardous waste, solid waste, use of plastic etc. are also being effectively implemented in the State of Haryana. The Haryana State Pollution Control Board is the implementing agency and department of environment exercises administrative control over its functioning.
During the leadership of Hon’ble Minister Sh. Vipul Goel, Continuous Ambient Air Quality Management Systems (CAAQMS) have been increased from 4 to 23 across the state. This is a very bold step, with the information being displayed continuously for public to know the prevalent Air Quality of the place. A word record has been set during the tenure of Sh. Vipul Goel, on the “Highest No. of trees planted in 3 hours” by planting 2.35 lac trees in Faridabad.
The introduction of e-rickshaw and elimination of the diesel Auto Rickshaw is the next big step. This has already been announced and Faridabad would emerge as environment friendly district around NCR.
A comprehensive River Action planning for both River Ganga, and River Yamuna have been put together during t he tenure of Sh. Vipul Goel.
Supporting the Ease of Doing business, too, the inspection policy for the sate of Haryana and the system of Auto Renewal of permission/consents to the public has been started.
The 5 years gone by have also seen a major focus of Sh. Vipul Goel, toward digitalisation and expert global inputs and executioners have been relied upon for this. Online application System, Auto Renewal, Payment Gateway: CTO/CTE payment gateway developed by the NIC Delhi has been implemented Biometric Attendance: Aadhaar Based Biometric Attendance System introduced in all Offices, including field offices and Laboratories.
In the first phase 100 OMS installed at large polluting industries in the state.
Installation of STD and CETPs
13 new STPs of capacity 119.5 MLD were installed during the one year.
41 new STPs of capacity 306.95 MLD under construction
49 no. of new STPs of capacity 679.06 MLD proposed
Commissioned 1 new CETPs of capacity 25 MLD and 5 no. new CETPs of capacity 68.5 MLD under construction.
10 new CETPs of capacity 68.5 MLD have been proposed
Under the able leadership of Sh. Vipul Goel, HSPCB has developed computerized Hazardous Waste Tracking Module in HROCMMS for tracking waste trucks/material which is under testing phase before launch.
Data Management Cell and Geo Information System set up in HSPCB for mapping of all the polluting sources, rivers, drains and eco-sensitive zones.
Stubble Burning: Sh. Vipul Goel facilitated conducting a Remote sensing study conducted during October-November 2015 to know the trend of burning of paddy straw in open fields.
Awareness created among the farmers by way of publishing advertisements in the newspapers, relay of radio jingles on All India Radio, telecast on Doordarshan about the harmful effects of burning of wheat stubble/paddy straw in open fields to make the farmers aware about the hazard of burning of wheat stubble & also to publicize the remedial measures to be taken in the matter.
A reward of Rs. 50,000/- each to 100 Gram Panchayats (every year) was announced, in the major crop burning districts, which declare and pass a resolution that they would not allow any crop residue burning in their village, subject to the condition that zero burning is reported in those villages as verified by the reports of the District Level Committee and HARSAC remote sensing reports.
Labotories: HSPCB recognized 14 Laboratories of Private Sector and 2 Laboratories of Public Sector under Water to facilitate industries for analysing their samples of effluent/air emissions for consent purposes besides their own 4 laboratories during the year 2015-16.
Strategic Management Study for Performance improvement and Digitalisation: Consulting Firm, EY LLP, hired to provide consultancy services for Process improvement and developing a Strategic Roadmap for the HSPCB. The Digitalisation and efficient organisation structure has been recommended with optimum IT Interventions.
Celebrations of Environment focus Day/s, has been consistently done, across the state of Haryana, be it Wetlands Day, Earth Day, No Tobacco Day, No Crackers Campaign for Diwali, etc.
A state level World Environment Day was celebrated in Faridabad on June 6, 2019 where Sh. Vipul Goel, planted tall samplings and distributed tall samplings and Jute Bags to re-promote environment consciousness across the Faridabad district and the state of Haryana.
